How your tax dollars are spent in James City County

James City County will be spending $181,424 taxpayer dollars for a 10 year Master Plan update for Recreation facilities.  Why does the Board of Supervisors need to spend almost $200,000 on a strategic plan that could be accomplished in-house if the hiring criteria for the Director of Recreation and Parks includes strategic planning?  Now may be a good time to ask your Board of Supervisor representative.  The firm selected is not local and does not have an office in the state of Virginia. Details of the budget resolution that passed during the business meeting on May 27, 2025 are as follows:

  • Purpose: Develop a comprehensive 10-year Master Plan for Parks & Recreation facilities, including planning, development, programming, and maintenance.
  • Background: Last Master Plan updated in 2017; new plan needed to align with community needs, national accreditation, and future goals.
  • Process: Request for Proposals (RFP) issued to qualified firms.

    • Kimley-Horn and Associates, Inc.

  • Evaluation: Proposals reviewed by Parks & Recreation and Community Development staff based on experience, qualifications, project approach, timeline, and cost.
  • Selection: Berry, Dunn, McNeil & Parker, LLC chosen.
  • Recommendation: Approve contract award to Berry, Dunn, McNeil & Parker, LLC for $181,424
